By especial provision, Captain Jones was to be commander-in-chief,a post which his original commission entitled him to fill, as CaptainLandais, the only other regular captain in the squadron, was his junior.The joint right of the American Minister and of the French Governmentto direct the movements of the squadron was recognized. It is not exactly known from what source the money was obtainedto fit out this squadron ; and it is likely that it never will be known.
